Who We Are

County Line Land Management is a commercial excavation contractor based in Little Mountain, South Carolina. We provide full-scope site preparation for general contractors, developers, and municipalities throughout the Columbia metro region and SC Midlands — clearing, mass grading, utility trenching, pad construction, stormwater systems, and access roads.

The company was founded by Lee Gums, a Marine Corps veteran who started with residential clearing work and built the operation into a commercial-capable excavation contractor now executing projects in the $100K–$500K range. Today, County Line operates with a six-person crew and serves commercial clients across Lexington, Richland, Newberry, and surrounding counties.

Leadership

Lee Gums owns and operates County Line Land Management. He’s on site for every project — not managing from an office, but in the field with the crew, making decisions and solving problems as they come up.

This matters for commercial work. When conditions change or coordination questions arise, you’re talking directly to the person who can make the call. No waiting on a chain of command, no miscommunication between field and office.

Lee built the company on the same principles that guided his service in the Marine Corps: show up when you say you will, do what you say you’ll do, and take responsibility for the outcome.

We quote a price and stand behind it. The scope is defined upfront, and we don’t come back with add-ons after work begins.

We operate throughout the SC Midlands and understand Piedmont soil conditions, SCDES permitting requirements, and county-level regulations.
